First, know which "Coinbase" you're using

The word "Coinbase" covers two very different things, and the recovery path is different for each.

How Coinbase Wallet stores your keys and password

Password recovery is possible because of how the wallet stores your keys.

Your 12-word recovery phrase is the master key to the wallet, and Coinbase Wallet never keeps it in the clear. On the browser extension, your password encrypts the wallet data locally. On mobile, a PIN and biometrics protect the app instead of a typed password. Coinbase Wallet can also save an encrypted cloud backup of your recovery phrase to iCloud (iOS) or Google Drive (Android): that backup doesn't store your phrase in the open, it encrypts your 12-word phrase with a password you choose, one neither Coinbase nor Apple nor Google can see or reset.

One limit to be upfront about: recovery realistically works from the browser-extension wallet. If you only ever used Coinbase Wallet on your phone, recovery usually isn't possible right now, because the mobile app's encrypted data can't be practically extracted for us to work on. Password vs. recovery phrase: which problem do you actually have?

This trips people up, so let's be precise.

• If you have your 12-word recovery phrase, you don't need password recovery at all. Reinstall Coinbase Wallet, choose "I already have a wallet," enter the phrase, and set a new password. Done.
• If you've lost the recovery phrase and can't get past the password, that's when the encrypted artifact and offline recovery come into play.
